Bug Description

SM:Centos/Liberty:R3.1.1.x:build1: Provision does not start with error Could not find relationship target "Host[]”

1) Install R3.1.1.x build 1 Ubuntu SM ; Add cluster/Server
2) Reimage the target with centos72; reimage gets successfully completed
3) Issue provision with contrail centos package; Observe that provision does not start and get stuck with provision_issued
