SYMC: FIP not getting added to SI VM ports

Bug Description
We ran into an issue where when the user tried to attach a floating ip to a vip port, the FIP didn't get associated with the SI VM ports. The codepath misses any logging so hard to figure out where it error'd out.
We need to add more logging in that code path to at least be able to find where the code error'd. Also, there should be better handling to this.
