Bug Description

https://github.com/Juniper/contrail-controller/commit/04efc9db3bf7685c920a46af87e1824bc3952999 introduced support for multiple Interface Route Tables which also needs to handle the V1 service chain where in it would be single interface route table

Interface route table broken for v1 service chain

Multiple route tables can be attached to a VMI and hence we
need to ensure that v1 service chain does not work where only
one route table was attached. Pick the first one from the list.
