Bug Description
In single node setup, Centos6.5 Icehouse , config processes did not come up after rebooting the node.
Sundar debugged the setup and found out if we kill contrail-api/ifmap , all the other config processes go to inactive state and does not come up.
When he removed the rules from /etc/contrail/
In ubuntu things are fine.

Steps to reproduce
================
1.Bring up centos6.5 icehouse single node setup
2.kill/stop ifmap/contrail-api
It would result in all the processes to be killed
