Bug Description

We have contrail 2.21 in production where contrail-device-manager is non-operational. But when upgrade was happening it became operational for a bit thus creating rabbitmq queues. These queues keep getting messages and they are never flushed as the service is inactive causing rabbitmq to die.

DM: Graceful cleanup of RabbitMQ message queues when DM stops

Delete RMQ message queues when DM receives stop signal, this will ensure
queues gets deleted when DM gets stopped gracefully.
