the status of contrail-collector show as below upon upgrade from 2.20 to 2.22
contrail-collector initializing (Database:cmbu-vse2100-1:Global connection down)

The schema change between R2.20 and R2.22 is just changing Ascii to UTF8,
hence we can ignore this change..
