Bug Description
Story:
As a Cloud user I would like to use both http and https on the same LBaaS VIP / floatingip.
Issue
The Neutron LBaaS v1 API does not manage this case and we can open only one tcp-port / http proxy per vip/pool/memeber
Assumption:
A client that wants a tcp/443 passthrough on LBaaS might also need tcp/80 passthrough to make de redirects
So when a client asks for a new tcp/443 passthrough, we also open a tcp/80 passthrough on the same backends
Same for 8080 and 8143
