Changing AS number of Bgp Router removes configured peers

Bug Description
Changing the AS number for an existing Bgp Router clears it's list of
configured peers. When the change is saved, there's a popup which says
that no peer is selected. If the user clicks continue, then all the
previously configured peers are removed.
The correct behavior would be to always leave the list of configured
peers unchanged. User can remove peers explicitly if they want to.
See attached screen shots where AS is changed from 64512 to 64511.
