DHCP service for Gateway interface

[Hari Prasad Killi]

On a Gateway interface, vrouter agent should provide a DHCP service. IP addresses should be allocated from the subnet configured. The DHCP leases should be persistent and agent should read them back upon restart.

Write the DHCP leases to a file and read them upon restart.
Added UT to check for lease on Gateway interface and persistence.
