Ipv6 for baremetal : DHCP doesnt work

Two problems are seen:

1. Router solicitation request is dropped in vrouter.

2. Agent has to send RA response with command "route" in case of BMS. Also, the DHCPv6 option length has to be computed correctly.

IPv6 DHCP for baremetal.

Use the correct command and interface for RA response. Also calculate the
DHCP option length correctly.

Trapping router solicitation in TSN
Currenty router solicitation packets are not trapped in TSN
and are replicated to braodcast domains. For V6 functionality
router solicitation needs to be trapped. Along with this fix,
router solicitation packet is pulled in inner headers.
