Bug Description

R2.20 33 Ubuntu 14.04 Juno multi-node setup

It was seen when Unknown unicast flag was enabled, agent had the flag set, but vrouter did not know about it

Due to that, the feature is not working yet.

Naveen is looking into this

Problem present only in R2.2, mainline doesn't have the issue

* Change flag type in ksync from uint16_t to uint32_t

Flag value for nexthop in sandesh is a 32 bit port, accomadate
the same in ksync.
