[UI] A TSN node on a tor scale setup is shown as Down in Virtual Routers monitoring page

R2.20 Build 30 Ubuntu 14.04 Juno multinode setup
In this tor scale setup with 128 tors and 128K vmis, nodei28 is a TSN node (with 64K interfaces)
In the monitoring page, among the list of vrouters, this node is shown as "Down"
But when we click on the vrouter to see its details, the Details page shows it as Up
Rahul/Naga are aware of this

ToR Service Node Status shows as "Down" incorrectly if any of ToR agent
on the same host is down
So for time being, excluding the contrail-tor-agent generators while
deriving the node state based on generators information.
