Bug Description

Recently, VMI uve was created and the floating ip stats were removed from VM uve. The ceilometer contrail plugin needs to be updated to extract the stats from the VMI uve otherwise ip.floating.receive/transmit.packets/bytes meters will not be visible in ceilometer meter-list
