[UI] When the vxlan mode is changed to "configured", UI continues to show old vxlan id

R2.20 Build 16 Ubuntu 14.04 Juno
When in inital Automatic vxlan allocation mode,
For a VN, a vxlan id of 45 was assigned
Now, I changed the vxlan allocation mode to "Configured"
In the vrouter-agent, this stage is treated as if configured vxlan is 0
Users who look at the UI will continue to see "Automatic (45)" for that VN, which is incorrect
UI should also display that it is in Configured mode and vxlan id is 0 unless user has configured it
