Make VXLAN highest in default encapsulation priority list

Bug Description
Current default encap priority list is MPLS-o-UDP, MPLS-o-GRE, VXLAN.
We should change this to VXLAN, MPLS-o-UDP, MPLS-o-GRE starting 2.20.
Since we're officially going to support only VXLAN encap with MX for
EVPN (due to issues in MX IRB behavior for EVPN with MPLS encap), it
will be good to change the default encapsulation priorities so that
VXLAN is the highest. Without this change, the user needs to remember
to change priority in Contrail in order to get EVPN to interoperate
correctly with MX, even when the device-manager configures MX.
Also, since 2.20 will be the first general release where we switch to
to proper IRB model, it will be a good idea to switch to using VXLAN
(as opposed to MPLS-o-UDP encap) for intra-subnet traffic.
Note that intra-subnet traffic uses EVPN MAC based forwarding with
MPLS-o-UDP encaps currently. After this change it will end up using
EVPN MAC based forwarding with VXLAN encap.
