[UI] Users need to know if table views are fully loaded or getting updated

Bug Description

R2.1 Build 42 Ubuntu 14.04 multi-node setup

On a TOR , i have 10 physical interfaces, 10 logical intfs(1 LIF on each PIF)
Each lif has 100 vmis

In the Contrail UI, when we see the interface listing of this device, initially one can see only 10 physical interfaces
Slowly, over a minute, the lifs and the associated macs start showing up.

During this time, we need to have an indicator that the table is still getting loaded. Else, its very much possible for the user to assume that there are no vmis on this TOR

In scale setups, this is noticed in multiple places. Lets please plan to fix it

Bug ID :1435667 - loading icon in network page.

In network page when the shared network is not available along with there is no network.
No network fount message was not getting displayed in the grid.

Fixed it. Placed the condition to cross check if both shared network and network
are empty and showing the message.
