Bug Description

With /etc/contrail/contrail-api.conf having this knob set to true in DEFAULTS section, the list performance for ports is better (since virtual-machine-interface is assumed always to be child of project).

Pre-1.05 release virtual-machine-interface was created as child of virtual-machine so port-list would need extra work.

With this change new install + provision will get better performance by default.
