Bug Description

Sometimes we are observing multiple cmon running after node failures.

This is an intermittent isssue where in cmon is started by monitoring script and later on through upstart.

Its a timing issue and not happens all the time , and we did not find any issue during testing.

After 7 days it might lead to deletion of /var/run/ssh directory if multiple cmons were present as one of it was started by upstart and this will overwrite the fix which we did recently for fixing ssh issue.

cmon when installed has a init.d script which is linked to a rc script. This causes cmon to start on node boots. In order to modify the run level, there is no chkconfig in 14.04 and sysv-rc-conf that is compatible with 14.04 is not installed. Hence setting the readonly perm on this to not run it
