UI L3 Router config issues

Following open issues are seen in L3 Router config
1. Change of external g/w to none doesn't send router-update to neutron thus netns instances and si vn's aren't deleted.
2. Delete of router doesn't send router-update to neutron thus netns instances and si vn's aren't deleted.
3. Updating Router Interfaces (interface deletion + new interface addition), leads to only instance ip being deleted while vmi is not deleted. In case of updates, only the last vmi is seen.

4. In case of port expansion, when owner is l3 router, then we need to show router name instead of uuid

Above is pending due to bug in port deletion code. Generally port delete is failing from Port Config page as well.

Pending issue:
4. Seems that while doing a external g/w update, if we modify external g/w to a different n/w. Then earlier netns instances/nw is not deleted. But if we set it to None and then set to a different external g/w, then things are fine.

- External Gateway was notgetting removed from nova - fixed it.
- When the External Gateway is presentin the remove command UUID was getting
added 2 time in Delete URL - Fixed it

Create of L3 Router fails when the network was having _ in the name.
- Issue was doing split with "_" was having a issue fixed it.
