docker network prune leaves the HNS networks in bad state

Bug Description
After docker is restarted RootHNSNetwork is synced and appears in both HNS and Docker. Then if user runs docker network prune it sometimes breaks HNS state causing "Element not found" error when trying to delete netowrks from HNS.
