Bug Description

Currently, the vrouter-port-control script called by Nova on port plugging lacks support for SmartNIC plugging, in particular Netronome SmartNICs. This has traditionally been done by patching the file directly, post-deployment.

This means that QA has been done on patched code, and not on the code that's currently in-tree.

It would be better if these patches are absorbed into the upstream code.
