Rabbitmq vhost url parser always adds extra "/"

Bug Description

If rabbitmq vhost already do have "/" in a beginning ConfigAmqpClient::FormAmqpUri parser will add extra "/". It works if vhost configuration for rabbit amq does not have "/" in a beginning.
