Bug Description

If vmswitch exists at the moment of startup (as it does in case of restart) cdd fails to start because physical data adapter it has in its config doesn't exist.

Fix for restarting contrail-docker-driver

Changed modules' structure to extract vmswtich module. Fixed bug that
prevented cdd from restarting - it failed if vmswitch already existed
at the moment of startup.
