vmvn regression failures

fix for vmvn regression / test_mx failures

1] Test test_vm_in_2_vns_chk_ping

ifdown command time out is seen .
If we configure 2 ipv6 address , only 1 is seen on 'show ip address'

2] test_bulk_add_delete
Only 10 vm instances are supported. ( in script its 15)

3] test_static_route_to_vm
command needs to be issued in docker.

4] test_virtual_network_admin_state_up

On brining down network using self.quantum_h.update_network , ssh is failing . Should ssh to vm only if network is up.

5] test_dns_resolution_for_link_local_service
Need to execute command inside containers.

6] test_ftp_http_with_public_ip
corrected url

7] test_fip_with_vm_in_2_vns
changed eth0 metric , added correct public host ip.

8] test_updating_vm_ip
Updated error message.
