Bug Description

contrail-status show DB's nodemanager in Init stat.

== Contrail config-database ==
nodemgr: initializing (Disk for DB is too low. )
zookeeper: active
rabbitmq: active
cassandra: active

== Contrail database ==
kafka: active
nodemgr: initializing (Disk for DB is too low. )
zookeeper: active
cassandra: active

I used all the default templates to deploy HA setup on virtualized environment. disk space on the VM is 100G and 78G is free.

minimum disk size in GB is 256.
If there is not enough space on your env you may set THT parameters for config and analytics DBs, e.g.:
ContrailConfigDBMinDiskGB: 10
ContrailAnalyticsDBMinDiskGB: 50
