testrunner misses to run all tests for ci_k8s_sanity target

While contrail-test (state for 8/4/2018) repository contains two test marked with ci_k8s_sanity target, we miss to run TestIngressClusterIp.test_ingress_ip_assignment[ci_k8s_sanity] in some cases.
