Bug Description

To create a topology.env file for this which can be populated with user inputs and will be copied to ansible/contrail/common.yml to overwrite default values in inventories/contrail_config.yml. This includes contrail_configuration, global_configuration, kolla_configuration etc.

The fix addresses the requirement to add contrail configuration and global configuration to the generated contrail_config.yml.

contrail_configuration and global_configuration vars should be defined in ~ansible/contrail/common.yml file.
