Vcenter only provisioning:Centos 7.5 microservices - Need to support control-data interface with vmware supported features

Bug Description

We need to support the below so that we do not hit poc issues in future.These are all valid deployment scenarios.

Please design such that control-data is esxi/contrail-vm specific with ip address info of the control-data interface.The ip should be configured by ansible itself.

The possibilities are
1.SRIO lag/single interface – all esxis/subset of esxis support this
2.PCIE lag / single interface - all esxis/subset of esxis support this
3.ESXI lacp as control-data interface - all esxis/subset of esxis support this
4.dvswitch/pg as control-data interface - all esxis/subset of esxis support this

With all these combinations, we should support the green field and brown field deployments.
If all esxis support consistent control-data setup, the config can go in the global/vcenter level.

Fix for SR-IOV and PCI provisioning are committed through https://bugs.launchpad.net/juniperopenstack/r5.0/+bug/1775666.

Please test and update the bug if issue seen.

LP 1781121 which was blocking testing the scenarios mentioned in this bug is fixed today.

multi-interface support is provided as part of other bug.
sriov/pcie is tracked part of bug 1781121, hence closing this bug.
