Seems we need to add external vip same as internal vip or else it picks the ssh IP and creates the issue mentioned in comment #8

So changed config looks like:-

   kolla_internal_vip_address: 10.204.216.140
   kolla_external_vip_address: 10.204.216.140
   keepalived_virtual_router_id: "151"
   contrail_api_interface_address: 10.204.216.103
