Bug Description

Need to set IPFABRIC_SERVICE_HOST in contrail_configuration based on control_data_net_list

We already derive the address as os_node_control/kolla_internal_vip_address in contrail-ansible-deployer so along with KEYSTONE_AUTH_HOST we should also set IPFABRIC_SERVICE_HOST in contrail_configuration
