CONTRAIL_VERSION: 4.1.2

Contrail vrouter module insertion failed and vlan interfaces and physical interfaces are down in compute node only.
contrail controller and osp controller are no problem.
RHOSP 10 version is 10.0-20190103.1.el7ost.
contrail version is 4.1.2.
