If webserver or jobserver are unable to start due to address in use error contrail-status should show the corresponding process as down

Bug Description
When port configured for webui is already in use the contrail-status still shows as up which is confusing. This was visible in a kubernetes setup where the port 8080 is already used and the status showed as up even though the pages werent loading. It would be good if the status shows as down.
