R3.2.5.0: Restarting the agent service on compute moves it to initializing state

The below error does not happen on all computes.

Probable steps:
1. Restart control service. Make sure the agents see different control as servers.
2. Restart agent. Agent might go down.

After restarting agent on compute, it moves to initialising state:

The error message I see in compute is
