[SM]: Add image failed for centos networking

Server Manager Build: CB -4.0.1_42 (contrail-server-manager-installer_4.0.1.0-42~mitaka_all.deb)

When trying to add ubuntu contrail-networking image, it get added successfully.
At the same time, on trying to add centos contrail-networking image, it fails with following error:

root@nodec58:~/skiranh_files# server-manager add image -f contrail_networking.json

Also, please note that earlier cents networking image gets added successfully.

contrail-networking-docker_4.0.1.0-15_centos7.tgz

add new package to allow createrepo to succeed

Closes-Bug: #1712479

Adding this package as a work-around to 'createrepo .' to pass. Adding one
more package helps createrepo to pass and allow add_image to pass
