Bug Description

NodestatusUVE for a process does not get deleted even if the process is removed. E.g. even if tor-agent is removed, nodemgr would still have it in its process_table

NodestatusUVE for tor-agent should get deleted once the tor-agents are deleted.
Send a SIGHUP to vrouter-nodemgr when tor-agent is deleted.
