Bug Description

Compute node is running on RHEL 7.1. When upgrading the contrail from 2.21.2-36 to 2.21.3-57 vrouter fails to load.

Editing the /etc/contrail/agent_param from
kmod=/lib/modules/3.10.0-229.el7.x86_64/extra/net/vrouter/vrouter.ko
               to
              kmod=vrouter
and performing a reboot fixed the issue.

This behavior is not noticed in Ubuntu platform.
Issue is replicable in our lab.

kmod=vrouter in /etc/contrail/agent_param
When upgrading from R2.3 or above, kmod value should be set to "vrouter" in /etc/contrail/agent_param
