[keystone v3]with Service-chain v1 ,not able to span service-instances in non-default-domain

Bug Description

R3.2.2 Build 32 mitaka

Testbed nodei31(10.204.217.143)

Domain dm1 user u1 password u1 project p1
Both Domain and project have admin roles

I am seeing the problem only in non-default-domain with service-chain v1, service-instances are not able spawn and going to inactive state.

In /var/log/contrail/contrail-svc-monitor.log seeing below errors

SvcMonitorLog: nova refresh token
[contrail-svc-monitor]: __default__ [SYS_ERR]: SvcMonitorLog: flavors name=m1.medium not authorized in project p1
[contrail-svc-monitor]: __default__ [SYS_ERR]: SvcMonitorLog: Flavor not found dm1:dm1-temp-v1

Tried with other falvors same issue
