Storage: systemd support for contrail-storage with Ubuntu16.04

Ubuntu 16.04 is moved to systemd support from event based upstart method. It requires changes in contrail-storage module to align with systemd service.

Ubuntu-16.4 Systemd support for contrail storage

Closes-Bug: #1669308

Ubuntu 16.04 is moved to systemd support from event based upstart
method. It requires changes in contrail-storage module to align with
systemd service.

Default pools created by CEPH module will be freed-up before checking
the CEPH health

Delted code for default pool deletion is restored in the same flow since
the same codebase can be used SM infra as well.
