SM:R3.2build24:Centos: Provision stops with openstack role wiht "Could not find dependent Package[false] for Package[contrail-openstack]"

1) Install SM R3.2 build 24

2) reimage the target with centos; Reimage is successful

3) Issue provision ; observe that the provision gets stuck with database_stuck with following error

 Feb 19 23:38:21 nodec35 puppet-agent[18692]: Failed to apply catalog: Could not find dependent Package[false] for Package[contrail-openstack] at /etc/puppet/environments/centos72mitaka24/modules/contrail/manifests/profile/openstack_controller.pp:91

4) Tried workaround with /etc/puppet/environments/centos72mitaka24/modules/contrail/manifests/profile/openstack_controller.pp: 52

from $ceilometer_compute = "" to $ceilometer_compute = [], still issue is seen

5) Seen in Kilo/centos71, liberty/mitaka/centos72 ;
6) This issue was not seen in build 23

SM-Ceilometer: change cinder-scheduler is false

1. moved all quotes to double quotes
2. changes cinder-scheduler to conditional

Code that was causing this error has been replaced with better code in mainline and will not cause this issue in mainline. So marking R4.0 as won't fix
