[QOS]: Intel driver not supporting multiple queues on Virtual Functions

Bug Description

Build : 2746 - Mainline (To be branched R3.2)

Pre configurations:
DCB as "on" on fabric interfaces

NIC tested:
04:00.0 Ethernet controller: Intel Corporation 82599ES 10-Gigabit SFI/SFP+ Network Connection (rev 01)

Observation:
1. With default Intel Driver, on creating virtual functions(SR-IOV), each virtual interface comes up with single RX and TX queues.

2. With Latest intel driver, on creating Virtual Functions, each virtual interface comes with 8 RX and TX queues. But, on enabling the interface, the queue count comes to 4 RX queues and 1 TC queues.

Conclusion:
We cannot have a multi queue environment on child interfaces(Virtual Functions) with SR-IOV enable.
We are bound to use parent interface if we need queueing to work as expected.
