Schema: Route targets are not cleaned up upon reinit

Bug Description

If the virtual networks are deleted when the schema is down then upon schema startup it doesnt cleanup the route targets associated with the virtual networks

1) Create a VN
2) Stop the Schema
3) Delete the VN
4) Bring schema back up
