Bug Description
PPS tests show higher avg/max jitter values in 3.1 as compared to 3.0.2. This is seen for both kernel mode and DPDK vRouter.
3.1:
74B packets, Max PPS 800k, avg jitter: 50 usec, max jitter: 21000 usec
3.0.2:
74B packets, Max PPS 800k, avg jitter: 1 usec, max jitter: 229 usec
