Bug Description
Today, in a qos-config, if the user has specified only dot1p code-point to FC mappings, for vlan-tagged IP packets, the dot1p values are not respected at all.
I understand it is defined to be that way, but it would be better to let the user decide whether he wants to classify packets based on dot1p or DSCP
