SM: need provision support for keystone V3

Need provision support for keystone V3 feature part of R3.1.0.0 from server manager/SMLite.

Requires using new Mitaka modules, which will be a big change. The keystone v3 support from SM/SM-lite was added from 3.2 onwards only. No plan to backport big change to 3.1.

SM-Keystone-V3: Partial support of keystone v3.

Partial-Bug: #1595885

1. introduced keystone_version variable to allow input of version
2. changed way to configure admin user
3. changed values from v2.0 to keystone_version
4. updated openrc file (internally used by openstack puppet modules)
5. add openstackrc_v3

SM-keystone-v3: fix horizon for keystone version v3

Closes-Bug: #1595885

1. create multiple user roles same as in fab
2. changes to local_setings.py for horizon v3 support
3. add keystone version to ctrl-details as well.
