Bug Description
vRouter connection setup response time (syn to syn|ack) degrades by as much as 5X as the flow table starts to get full. Seen for both TCP and UDP flows. Lets say the flow table is at its default size of 512k. Setup 200k connections via a service-chain and let them get evicted/aged out. Now, setup connections at 5k CPS - this run would show degraded response time. Restarting the vRouter will improve response time (till the above explained condition is hit again).

Additional tests were run to do flow setup when the flow table is full. Flow setup rate was lower and latencies were high, when compared to the case where the flow table has few flows. Full details are in the vrouter performance report.
