[3.0.2.0 51] UI : Selecting 'all projects' as the project returns nothing

Bug Description

1. Create a VN under a project
2. Go to Monitor > Networking > Networks
3. In the dropdown to select the project on the breadcrumb pane, select the project under which the VN was configured
    You would see the Network(s) details as expected
4. Now select 'all projects' as the project from the project dropdown list
    You would not see any configured Networks and it says, 'No Virtual Network available'
We should ideally see the networks from all the projects here.

Also, on Monitor > Networking > Instances page, once 'all projects' is chosen, the VN names don't show up in the network dropdown list. Only 'all networks' appears in the list.
Whereas, on choosing a specific project name, the network dropdown shows all the available VNs too
