SM: Re-Provision gets stuck with database_started with cassandra upgrade issues

R3.0 build 26

when issuing provision from UI of SM Lite, Provision gets initiated but , the node gets stuck on "database started” with cassandra issues

Closes-Bug: #1571509 - SM Upgrade failed because cassandra version changed

New cassandra version is 2.1.13 in 3.0
This change will allow to upgrade to any version higher than or equal to 2.1.9
