Bug Description
consider a cluster with 3 CNs. Agent has established BGPaaS TCP session with CN1 and CN2. Now, if CN1 fails, instead of switching the CN1 connections over to CN3, even the CN2 sessions are reset and new connections are made to CN2 and CN3.

Cause: As mentioned in bug 1551576 if ports are removed bcoz of one CN down then vrouter will not be able to continue with second session as it traffic from second CN will not go to VM hence reset of second connection as well.
Fix is common for both bugs.
