SI v2: SC gets deleted if one of the port-tuples vmi refs are removed

Bug Description
I had ECMP with multiple port-tuples attached to the Service Instance.
Removed the VMI refs from one of the port-tuples to reduce the no of service vms of the SI. Observed that the entire chain is deleted due to "Left interface not found for default-
As long as atleast one of the port-tuples have both left and right VMI refs we should allow the SC to be active.
