Bug Description

R3.0 Build 2713, Ubuntu 14.04 Kilo

VN1 : 10.1.1.0/24, VN2 : 20.1.1.0/24
Have a ping running from 10.1.1.5 to 20.1.1.5 which will keep failing

Have a SI with intfs 10.1.1.3 and 20.1.1.3 as its interfaces

Create a route table rtb1 (prefix 20.1.1.0/24next-hop 10.1.1.3 next-hop-type ip-address) and attach to VN1
Create a route table rtb2 (prefix 10.1.1.0/24next-hop 20.1.1.3 next-hop-type ip-address) and attach to VN2

Now, it is expected that the existing ping session should see icmp responses. But it continues to fail

If i kill the ping session and start a new ping session, it starts passing then
